To create a holistic and effective system use information technologies, in which citizens receive maximum benefits, the state program “Information Society (2011-2020)” was developed.

When preparing the state program, the Ministry of Communications and mass communications RF took into account global experience similar programs, the current state of the ICT market industry. The authors were guided by the Concept of long-term socio-economic development until 2020 and the Strategy for the Development of the Information Society.

“Information Society” is the first state program approved by the Government as part of the transition to program principles formation of the country's budget. The first version of the program was approved by Government Decree No. 1815-r dated October 20, 2010, the new version, developed in connection with the state’s changed approach to budgeting and long-term state programs, was approved by Decree No. 2161-r dated December 2, 2011.

The state program covers all sectors and areas of activity; it should increase transparency and controllability, ensure the sustainability and competitiveness of the economy as a whole. Work is carried out in many directions: creation e-government, overcoming the digital divide, developing new communication technologies. The main principle of the program: the results must bring real, tangible benefits to people. Improving the quality of life should be expressed in simple and available services, which citizens use almost daily: making an appointment with a doctor via the Internet, paying fines with mobile phone, inexpensive broadband access.

The Ministry of Communications and Mass Communications of the Russian Federation has been designated as the responsible executor of the program. The Ministry ensures that all government expenditures in this area are carried out thoughtfully and centrally, and do not duplicate each other.

Goals

The responsible executor of the state program is the Ministry of Telecom and Mass Communications of Russia; co-executors of the program are the Ministry of Finance of Russia, the Ministry of Defense of Russia, the Ministry of Internal Affairs of Russia, the Ministry of Education and Science of Russia, the Ministry of Foreign Affairs of Russia, the Federal Security Service of Russia, the FSB of Russia, the Ministry of Health and Social Development of Russia, the Ministry of Culture of Russia, Rossvyaz, Rospechat, Roskomnadzor, Rosmorrechflot, Rosgranitsa.

Goals and objectives of the State Program— obtaining benefits for citizens and organizations from the use of information and telecommunication technologies and creating conditions for prompt and effective interaction states with citizens and businesses using them.

Indicators successful implementation The programs will increase the index of the Russian Federation in international ranking countries in terms of the level of development of information and telecommunication technologies and an increase in the number of citizens using government services in Everyday life. By 2020, it is planned to increase the proportion of the population using electronic government services, from 11% (2010 indicator) to 85%.

March 25, 2019, Urban Economics. Urban environment The methodology for determining the quality index of the urban environment has been approved Order of March 23, 2019 No. 510-r. The federal project “Formation of a Comfortable Urban Environment” of the national project “Housing and Urban Environment” provides for an increase in the quality index of the urban environment by 30% by the end of 2024, and a halving of the number of cities with an unfavorable environment in accordance with this index. To determine the quality index, 36 indicators will be used to characterize the state of the urban environment and living conditions of people.

The implementation of the program will attract 1,500 compatriots to the territory of the region by 2021.

March 16, 2019, Migration policy A program of the Republic of Tatarstan to assist the voluntary resettlement of compatriots living abroad has been agreed upon Order No. 420-r dated March 13, 2019. The program provides for the resettlement of qualified personnel, including specialists and scientists conducting current scientific research and technological developments, for the development of the economy of the Republic of Tatarstan. The implementation of the program will make it possible to attract 450 compatriots to the territory of the Republic by 2021.

By Order of the Government of the Russian Federation dated October 20, 2010 No. 1815-r, the State Program of the Russian Federation “Information Society (2011-2020)” (hereinafter referred to as the Program) was approved.

The responsible executor of the Program is the Ministry of Telecom and Mass Communications of Russia, co-executors are the Ministry of Telecom and Mass Communications of Russia, the Ministry of Education and Science of Russia, the Ministry of Economic Development of Russia, the Federal Security Service of Russia, the FSB of Russia, the Ministry of Health and Social Development of Russia, the Ministry of Regional Development of Russia, the Ministry of Culture of Russia.

The Program proposes a fundamentally new approach to the informatization of society, taking into account the tasks of modernizing the economy. It is planned to pay attention to specific results, both for society - as an environment for innovation, and for each individual citizen.

The goal of the Program is to create new opportunities for citizens, businesses and the state using ICT - Information and Communication Technologies, as well as to ensure a technological breakthrough in the use of information in all spheres of life.

Until now, the government’s activity in this area has been aimed at maximizing the use of existing technologies and capabilities: automating the work of institutions, establishing a system of interdepartmental interaction, and integrating information systems.

Today, when the amount of information is increasing at an avalanche-like pace and its proper use provides enormous opportunities, new technologies and approaches are needed that will allow our country to make a significant breakthrough in the creation and use of high-tech products.

The basic principle of the Program is that its results should benefit specific groups of consumers - both citizens and business development.

Improving the quality of life of citizens should be expressed in simple and accessible services that citizens use almost every day: making an appointment with a doctor via the Internet, paying fines from a mobile phone, inexpensive broadband access in all public places in the Russian Federation. To improve the conditions for business development, the main task is to ensure the legal significance of the exchange of electronic documents and the availability of modern basic infrastructure.

All government bodies - federal, regional and municipal levels - will be involved in the Program.

An important element of the Program is to attract private investors; a set of measures is also provided for the participation of regions. Every year the Government will approve a list of priority activities aimed at achieving the goals of the state program.

Order of the Government of the Russian Federation No. 2161-r dated December 2, 2011 approved the changes being made to the state program “Information Society (2011-2020)”. The new edition of the state program was prepared in connection with the requirements of the Government of the Russian Federation Resolution No. 588 “On approval of the Procedure for the development, implementation and evaluation of the effectiveness of state programs of the Russian Federation,” which introduced a new approach to budgeting and long-term state programs.

The goals and objectives of the Program have remained unchanged - this is the receipt by citizens and organizations of benefits from the use of information and telecommunication technologies. The new edition of the Program includes four subprograms: “Information and telecommunication infrastructure of the information society and services provided on its basis”, “Information environment”, “Security in the information society” and “Information state”.

In accordance with the new approach, the structure of allocation of funds under the Program has been changed. The new edition takes into account not only the costs of activities within the framework of the Program itself, but also the budgets allocated for the current activities of the Ministry of Telecom and Mass Communications of Russia and subordinate government agencies (including the budget of the Federal Target Program “Development of Television and Radio Broadcasting in the Russian Federation for 2009 - 2015”), as well as subsidies to regions for development information society and e-government. Subsidies for regions will amount to 670 million rubles annually. The draft rules for the distribution of subsidies have been developed by the Ministry of Telecom and Mass Communications and are now being approved by the interested departments.

The total volume of budgetary allocations of the state program for the period 2011-2020 thus amounts to 1.2 trillion. rubles
