“All information is sent free of charge by cellular operators to the operator of the database of identification codes of subscriber devices of cellular communications. All collected data will be stored in a single database of identification codes of subscriber devices of the cellular network,” explained the MIC of the Republic of Kazakhstan.

1. Why was registration necessary?

Initially, it was planned to limit ourselves to collecting only IMEI codes of mobile phones, but later it turned out that there are devices on the market in which they are absolutely identical. To get the real effect of registration, the IMEI code of the device must be linked to the owner’s IIN and subscriber number. The authorized agency assures that after the introduction of mandatory registration, phone thefts will become simply meaningless, since new owners will not be able to use someone else’s device.

2. In what cases is registration not required?

All mobile phone users are required to register their phones in our country. An exception is provided only for owners of phones roaming in Kazakhstan. Tourists who want to buy a SIM card from one of the Kazakh mobile operators will have to register on common rights, even if they plan to use the connection for only a few days. Instead of IIN, foreigners will provide a passport number.

3. What is the registration procedure?

The registration procedure is free. By general rules You can go through it in two ways: by coming to the office of a mobile communications company or remotely. Both methods are equivalent, the main thing is to provide the required information in full: IIN from individuals, BIN - from legal entities, in addition, telephone identification code and subscriber number.

The rules establish: registration or re-registration for individuals is carried out within a period not exceeding 4 working hours, for legal procedures can last up to 8 working hours. The period is counted from the moment the information is submitted.

During the registration of a mobile device, cellular communications are turned off - with the exception of services required directly for registration. These services are determined by the cellular operator.

The subscriber number must be registered to the person using it. It is prohibited to register a device to one family member if it will be used by another. If the phone breaks down and the subscriber decides to use another device during repairs, its registration is also required. It will be necessary to first deregister the subscriber device sent for repair.

4. How can subscribers of different mobile operators register?

There is no point in dwelling in detail on the registration procedure at company offices - their employees themselves must orient clients on the spot. We asked mobile operators about the algorithm for completing the procedure independently. Not everyone is ready to fully present them yet.

Phones served on the network operator Beeline until January 1, 2019, are registered automatically in local system and are transferred to the database of identification codes (BDIC). Automatically - this means that the operator sees in his systems all three parameters IIN, MSISDN (subscriber number) and IMEI (device number), which will be transferred to the BDIC.

The subscriber only needs to check that his number is registered correctly and that he has an IIN. If the IIN is missing, you must provide the missing information to the operator for inclusion in the database. You can check the correctness of registration by dialing *835# from Beeline numbers and pressing the call button. In response, the subscriber will receive an SMS with his data, which is available from the mobile operator.

You can register in one of the following ways:

  1. Send your IIN (12 digits) to the short number 6914 from the Beeline number.
  2. Dial *691#.

  4. Send IIN in the "My Beeline" application.
  5. Send data via QIWI terminals when replenishing your balance.

Tele2 and Altel

Tele2 and Altel offered several ways to register phones:

  • send your IIN to short number 6914 from Tele2 number;
  • dial the command *6914#;
  • contact the Tele2 communication salon;
  • enter your IIN in a special field and click on the “Submit” button on the Internet resources http://imei.altel.kz or http://imei.tele2.kz. When opening these sites via the Tele2 or Altel data network, the subscriber number is determined automatically (while the sites are operating in test mode).

To check which IMEI of devices have already been registered for the number, you need to dial the command *6914#. You can check the correctness of the subscriber number registration by command *835# or personal account on the operator's website.

To re-register the device and deregister the device, the subscriber must contact the Tele2 and Altel communication salon.

Kcell and Activ

Kcell and Activ subscribers have phone registrations. They can send the IIN via SMS and USSD command.

The easiest way is to register via SMS. The subscriber will receive an SMS with short number 6006 with information about required registration. In response, you need to send your IIN. Or you can independently send an SMS to number 6006 with your IIN number. After this, the subscriber will receive a message stating that the information has been accepted for further registration.

The second method is to dial the USSD command *660# and the dial button on your phone, after which a field will open in which you need to enter your IIN and click the “Submit” button. Registration information will be accepted.

Tablets, smart watch, such as, Apple Watch, children's GPS watches, modems, routers - also need to be registered. Kcell subscribers can do this in their personal account on the websites kcell.kz and activ.kz.

5. How to register children and teenagers?

If the owner of the phone is not yet 14 years old, then the procedure must be completed by legal representatives on his behalf. Teenagers between the ages of 14 and 18 may register their communication device only with the consent of their parents or guardians.

6. Can a mobile operator refuse to register a subscriber?

Circumstances under which mobile operator could refuse the subscriber to register, a little, but they still exist:

  • if the identification code of this phone is already registered with another subscriber in the BDIC;
  • if the subscriber number is registered to another owner.

7. What should owners of dual-SIM phones do?

A dual-SIM phone has two IMEI codes, so owners of such mobile devices will need to register each slot. That is, you will have to register your phone twice: with each operator separately. Access to communication services should be limited to all unregistered subscribers from January 1, 2019. If the owner of the phone stops using mobile device, he can deregister it. To do this, you need to submit an application to the cellular communication company in free form. The procedure for deregistration of a subscriber's cellular communication device is carried out within the following period: for individuals - up to 4 working hours, for legal entities - up to 8 working hours.

Subscribers not registered by IIN will not be serviced from January 1, 2019 and cellular communication will not be able to use it.

According to the Deputy Chairman of the Telecommunications Committee of the MIC of the Republic of Kazakhstan, Vitaly Yaroshenko, today there are about 30 million subscriber devices registered in the country, the IMEI codes of which are linked to phone numbers from three telecom operators (Beeline, Activ and Tele 2).

“However, these devices, namely IMEI codes, are not yet linked to the IIN of citizens. The telecom operator, when servicing a subscriber using a SIM card, sees the IMEI code of the device, in other words, which phone the SIM card is inserted into,” Yaroshenko explained .

He noted that registering the code will simplify the procedure for finding a mobile phone in the event of its theft or loss.

“If a person’s phone is stolen, he will write a statement, indicate his IMEI code, but he will not be able to prove that it is his phone and not another person. After registration, the person will come to write a statement, indicate the IMEI code, IIN, and then it will be possible to figure out from the database who is using it. This will happen due to the fact that a person inserts a SIM card into the phone, then the telecom operator will be able to see who is using it and block the connection, because the IMEI code of the device will already be listed as stolen," he said, emphasizing that this database will be created jointly with law enforcement agencies.

Thus, users of communication services will need to register their devices before the end of 2018, and from January 1, 2019, communication services will not be provided to unregistered subscribers.

Linking IMEI codes to IIN in mandatory, according to the expert, will begin around June, however exact date unknown. But Yaroshenko advises the population of the country to think now whether their numbers are registered correctly, and if not, to re-register the number in their name, which is very important, because registration will be carried out via an SMS message from the telecom service operator. 1. Registration will be simple. 4. The number of registered phones is not limited, so parents can register the cell phones of their children under 16 years old with their IIN.

5. A phone brought from another country can also be registered by phone number and IIN.

6. To link another phone to a number and IIN, you just need to insert the SIM card into another device and wait for the SMS message.

7. Subscribers not registered by IIN will not be served from January 1, 2019 and will not be able to use cellular communications until they link the IMEI code to the IIN.

The procedure does not look difficult, but the question arises - what to do if cellular telephone bought secondhand or at a pawnshop, how to register? In this case, the deputy chairman of the telecommunications committee believes, the buyer should take care of re-registering the phone with his IIN.

“It is necessary to re-register the phone if it is purchased second-hand or at a pawnshop, otherwise the buyer will not be the owner of either the number or the phone, and then problems may arise. For example, the person who sold the phone can put it on the wanted list the very next day and take it away back. Of course, the conditional seller is not obliged to go to the telecom operator and unregister the phone before selling, but it is better to do this. In turn, the person who bought the phone must go and register it for himself,” said the buyer. Yaroshenko.

There is another side to the coin. Phones purchased this way may be stolen. What to do in such cases? According to Yaroshenko, if a person bought a phone that is listed as stolen, then telecom operators will not service it when he inserts a SIM card into the phone.

“Consequently, a conscientious buyer will go to his operator to find out why the network is not working? Then he will find out that the purchased phone was stolen and resold. Next, telecom operators will report this to law enforcement agencies. Then an investigation will be carried out,” the speaker explained.
