Here we need to create a rule for specific program, which needs to be blocked from accessing the Internet. To do this, go to Outgoing connection rules and select Create rule on the right side.
Here you need to select Block connection and click Next again

We are almost there, all that remains is to enter the name of this rule and its description. The name must be written (name it the same as the program itself). The description can be written according to your wishes, this is done for convenience. Now click Finish and our rule will appear in the Firewall list.
After such manipulations, Opera will no longer be able to transmit any information, but it will be able to receive. To deny a program access to incoming traffic, you must repeat the above steps only for the incoming connection rule category. I think there is nothing complicated about this. By the way, when I was looking for how to block sites in a router, I found it in new firmware zyxel, a SkyDNS function that has advanced functions for blocking sites, but that's another story
So, let's go in order:
K9 Web Protection
I found this program at the very end and I liked it the most. The downside of the program is that there is no Russian language, but you don’t need to configure much there, so this doesn’t interfere. And when installing the program, you will have to enter your email in order to receive a free registration key. But again, all this is nonsense if you look at the capabilities of the program. 
In order to receive free license Click Request a License, enter your email and password... I will send you an activation code to your email. By the way, if the program is deleted, a letter will be sent to this email notifying you of the deletion. Below we enter the password to access the program. The main thing is to remember it, otherwise you won’t delete the program and won’t enter it! After installation, in the launcher we look for Blue Coat K9 Web Protection and launch it. In the window that opens, select setup to configure, by the way, start to the left, statistics of visited sites.

The possibilities of control are quite wide: you can limit the time you spend on the Internet, create a list of unwanted sites (by the entire name of the site, or by part of it, by topic - “erotica”, “cruelty”, etc.). You can tighten control using “ whitelist» sites. In this case, the child will be able to access only those sites that are on the allowed list. You can set up a weekly schedule for using the gadget, as well as a daily limit on the computer in general and the Internet in particular. It is also possible to manage your child’s contacts on social networks, i.e. block those who, in your opinion, are unwanted interlocutors. The program is from a Russian developer; accordingly, Russian is one of the interface languages on the site.
