How to register for the RTS tender

Since 2019, accreditation at sites for participation in government tenders is automatic. What does it mean? First, the participant submits an application for registration in the EIS. Most of the information in the window will be filled in automatically from the Unified State Register of Legal Entities. This is the name, address, OKVED codes, INN, KPP, OGRN, etc. All that remains is to check the data, enter the maximum contract price in accordance with the amount specified in the decision to carry out a major transaction, and also attach the necessary papers in the “Documents” section. Within 1 business day, the Federal Treasury will add the participant to the register. Then each of the operators of the eight selected electronic trading platforms, including the RTS tender, accredits it to the site. No additional documents will be required. Registration and accreditation are valid for three years. These are free procedures. But if the supplier wants to participate not only in government, but also in commercial procurement, he will have to pay. Tariffs depend on the specific ETP. Customers are not accredited for ETP. An account is automatically created after registration in the UIS.

How to participate in the auction

Let's look at how to participate in bidding at the RTS tender. First you need to find a suitable purchase. To do this, in your personal account, find the “Purchases” section, and in it the “Purchases Search” subsection. Use the filter to select a procedure according to the type of activity, price, region, etc. Having chosen a purchase, study the documentation. To submit an application, click the “Submit Application” button at the top of the notification form. Select the security, then click the “Sign and Send” button.

When submitting an application for an auction, unlike other procedures, you do not need to indicate the price. If the application is accepted and approved, the participant will be invited to the price reduction procedure. To find it, go to the “Purchases” section, then to the “My Bidding/Rebidding” subsection. Select the current auction. Find the “Auction Bidding Information” form and click the “Submit Bid” button. The system will redirect you to the auction room.

When bidding begins, the “Submit Bid” button will appear. To submit a quote, enter a number in the New Quote field. Focus on the auction step, you will see them below the field. After that, click the “Sign” button. At the end of the bidding procedure, the button will no longer be active.

What is Rostender

This is not a trading platform. This is an aggregator or online service for conveniently searching for purchases. But it does not replace ETP and EIS. The aggregator is designed to make life easier for suppliers. The fact is that the UIS contains a huge amount of information and searching for something among it can be problematic. For example, if you enter your region, the system will not show customers from another region, although the place of delivery may be the supplier’s region. As a result, he will miss the tender. It is also difficult to find a procedure in the description of which accidental or intentional errors were made by the customer.

Rostender collects information on trading from the Unified Information System, ETP websites and company resources. A total of several thousand resources are used. But purchases are not carried out on Rostender.

Procurement from a large customer - the Ministry of Defense, the Ministry of Internal Affairs - may be allocated.

You cannot participate in procurement on Rostender, but you can place tenders. This is useful for customers because it allows them to attract new participants. More competition means a higher chance of reducing prices and saving money. There is no need to pay for the publication of tenders. It is enough to fill out the form on the website, attach the documentation (the same one that you place in the Unified Information System) and click the “Post tender” button. Please indicate in the form:

  • Full name of the procurement specialist;
