Create a document using the New command from the File menu. If you're using Word 2003, go to the Format menu and click Borders and Shading. Go to the “Page” tab. On the left side of the window you can choose the type of frame: regular, with shadow or volumetric. Click on the frame you like.

How to remove a frame from a page

Click right click along the frame and in context menu select the Format Frame command, then click Delete.
