The Armed Forces of the Russian Federation have begun to create a “sovereign Internet” - a closed system for exchanging digital information “multiservice transport communication network” (MTSS), Izvestia reported in March 2019. MTSS will not have traffic exchange points connecting it to the Internet, the Ministry of Defense told the publication. It is planned that the system will allow organizing high-speed transmission of almost any amount of information throughout the country using Big Data technology.

MTSS will be based on its fiber-optic networks, divided into zonal backbone channels. The Ministry of Defense has already started preparations for laying a trans-Arctic line from Severomorsk to the Far East for the needs of the Navy and coastal troops. For prompt and fast data transfer, a unified management system “Unified Information Security Circuit” will be created. The officers serving it will be able to monitor traffic in real time and redirect data flows if any of the network segments is overloaded.

An electronic log will track all online activities. The archive will be located on the servers of the Ministry of Defense and will be constantly duplicated in order to save data in the event of damage to one of them, that is, in fact, the army will receive a closed cloud storage.
