Hundreds of thousands of Russians have been using a convenient remote service for several years to receive government services without wasting time on trips to authorized authorities. We are talking about the Gosuslugi.ru portal, which was created to simplify the procedures for submitting various applications, making appointments and obtaining information about taxes, fines, pensions and much more. If you have not yet registered with the service, these detailed instructions will help you go through this procedure and start using a convenient online tool that will save you a lot of time and nerves.

Account levels

Individuals can access services in a limited or fully functional mode. The scope of available tools depends on the account level, of which there are only three:

Simplified Account– this is the initial stage at which the user can receive information available on the portal for review (conditions for processing various documents, deadlines and requirements, etc.). To obtain this access option, simply enter your first and last name, email address and mobile number.

Standard account provides expanded functionality, including clarification of debt data and other information services.

A verified account gives full access to any services, including issuing passports, obtaining licenses, registrations and other documents. The user is required to enter additional data and undergo identification by visiting the MFC, certification with an electronic signature or a UEC card.

We will look at the registration process on the State Services portal, starting from creating a simplified account and ending with obtaining the highest level of access.

Step-by-step instructions for registration

Before starting work, prepare your Russian passport, SNILS, compulsory medical insurance policy, military ID, driver’s license and other documents, thanks to which you will be able to access the advanced functionality of the portal.

Enter the address of the portal gosuslugi.ru into your browser. The main page of the site will open in the window, which looks like this:

On the right side of the page there is a block called “Login to State Services”. Click the white “Register” button.

  1. Fill in all the data requested by the system:
    • Last name;
    • Mobile number (the one you use all the time);
    • Email address (valid).

Please review our Terms of Use and Privacy Policy and then click Register.

Confirm the specified mobile phone number. You will receive an individual code in an SMS message - you will need to enter it in a special window and click the blue “Continue” button. If the code is entered correctly, you will gain access to .

If confirmation is successful, you will need to come up with a password and remember it, since it will be needed for authorization in your personal account each time you use the State Services service.

Confirm the email address you entered during registration. You will receive an email with a link that you will need to follow.

After confirming your phone and email address in your personal account, in the “My Details” section in the “Contact Information” block, green circles with a checkmark inside will appear opposite the lines with these parameters.

So, now you have a simplified account in the ESIA system, which gives you the right to receive reference information. If you need advanced functionality, you can add SNILS to your personal data - this will raise the level of your account to the “Standard” level. After this, you will be able to make appointments with doctors and register trademarks.

Account Verification

You can get full access to all services, including remote document processing, only after passing the established identification procedure.

To do this you need to go through several steps:

  1. Fill out the “My Data” section (SNILS and passport data are mandatory – the rest are optional).
  2. Receive a letter about successful completion of the test automatically.
  3. Confirm your identity in one of three ways:
    • Come to the nearest Service Center ( This is the recommended method for verifying your identity.);
    • Order a confirmation code via Russian Post;
    • Use an electronic signature tool or UEC.

The recommended method of identification is to visit the Service Center. They are usually located in Russian Post branches and Rostelecom offices. To confirm your identity, you will need to provide a passport and SNILS.

You can find the addresses of the nearest centers by clicking on “Find the nearest service center” in the instructions for verifying your identity. A map will open in front of you, on which the centers will be marked with blue dots. By clicking on them, you will see the operating hours of a particular institution.

If you choose the option with registered mail, you will have to wait about two weeks for the code to be delivered. To receive it at the post office, you need to present your passport and a notice that will be sent to your mailbox. Then you will need to enter the identification code from the letter in your personal account.

There is one limitation of this method: by confirming your identity by registered letter (Russian Post), you will not be able to access the taxpayer’s personal account on the nalog.ru portal.

In our case, the letter with the confirmation code arrived in 4 days.

Entering personal data

The “My Data” section on the main page of personal data contains the personal information of the account owner on the State Services portal. The questionnaire includes five blocks:

  1. Basic information:
    • Date of Birth;
    • Place of Birth;
    • Citizenship;
    • Passport details;
    • SNILS.
  2. Contact Information:
    • Mobile phone;
    • Email;
    • Registration address;
    • Residence address;
    • Home phone number.
  3. Documentation:
    • TIN;
    • Driver's license;
    • Birth certificate;
    • Compulsory medical insurance policy;
    • International passport;
    • Military ID.
  4. Information about children.
  5. Owned vehicles.

To enter data, you need to click on the “Add ...” button, where instead of an ellipsis there is the name of the document.

After entering personal data on the page, automatic verification will begin. The information will be checked against the databases of the Pension Fund and the Federal Migration Service. This procedure usually lasts a few minutes. In some cases, the verification may take several hours, but this is rather an exception.

Upon completion of the verification, appropriate notifications will be sent to your email and personal account on the State Services portal. The information will be saved in the account, and the user will no longer have to manually enter data when applying for government services.

Registration of an organization's account

Not only individuals, but also organizations, as well as individual entrepreneurs can use state and municipal services of the portal remotely, and this is also possible with a passport. The list of the most popular services for legal entities includes:

  • Verification of debts to bailiffs;
  • Certificate and availability of legal proceedings;
  • State registration of a legal entity upon its creation;
  • Issuing invitations for foreign citizens;
  • Request for statistical data;
  • Extracts from various registers;
  • Submission of reports;
  • Registration of certificates of conformity and much more.

The right to create an organization’s account is granted only to its director or his deputy, who can act on behalf of the company without a power of attorney. To register, you must first obtain an electronic signature. Registration of an organization consists of several stages:

  1. Entering personal data of the manager.
  2. Verification of information in a government department.
  3. Identity confirmation using an electronic signature or a visit to the Service Center.

Load the main page of the State Services website and log in to your personal account. Select the “For legal entities” option in the drop-down list at the very top, and then click on the “Get a personal account” button (these buttons are highlighted with a red frame on the print screen).

Read the terms and conditions for connecting a legal entity’s personal account and click “Continue.”

Detailed instructions for working with an electronic signature will open on the screen. You need to fulfill all the requirements, and then proceed to enter the organization’s data in accordance with the statutory and registration documents. After verifying the entered information, the legal entity account will be activated.

If you have any questions or problems during the registration process, you can contact technical support by dialing 115 on your mobile phone. You can also discuss the situation in the official groups of the State Services portal on social networks.

The Unified State Services Portal is a unique information resource that provides a huge number of services of various social orientations every day. Interest in it has become especially evident in recent years, since hundreds of thousands of people who value their time and do not want to waste it standing in endless queues have appreciated the reliability and ease of working with this site. You will need Internet access and 10-15 minutes of free time.

Receiving government services is possible only after the user is registered. This procedure consists of several stages, so confirmation by email alone is not enough.

There are 3 account levels (UZ) on the State Services website – simplified, standard, confirmed. Each of them provides a specific list of services provided. For example, the owner of a confirmed account has the right to freely work with the service (submit an application to the registry office, fill out an application for a passport, SNILS, check debts on fines, loans, etc.).

To register, you should have the following documents and information on hand:

  • passport for entering passport data;
  • mobile phone to receive notifications. The number will also be needed if you forget/lose your password;
  • SNILS is a green laminated plastic card issued by the Pension Fund of the Russian Federation;
  • email address.

Stage No. 1: Simplified registration

At the moment, a limited list of services is available to you: checking for car fines, loan debts and some others. To have advanced powers and capabilities, you must obtain a record (profile) with the status “Standard”.

Stage No. 2: Standard registration

Now you should log in to the already created account again, specifying your login (email address or phone number) and password.

  1. In the window that opens, indicate your gender, date and place of birth, citizenship, as well as passport information:

    The data will go through verification, which usually takes no more than 15 minutes (in rare cases – up to 5 days). As soon as the processing process is completed, you will learn about its results from a message sent to your mobile phone or email address. If at the end of 5 days the information has not passed the verification, you must contact the Support Service.

    Possible difficulties

    Difficulties often arise during the registration process for State Services. Below are the most common problems:


    The State Services portal operates around the clock and provides services to more than 20 thousand clients daily. At the same time, you can always contact the support service (SP), which acts very quickly. Free phone number: 8-800-100-70-10. This is especially true in situations where a previously registered user does not remember the password and login, the phone number has been changed, and the email address is blocked. Only contacting the SP will help here.

    Government services in the mobile application

    Now the electronic portal of State Services is available in a mobile application developed on Android and iOS for various smartphone models.

    Today, active users of the system can monitor and quickly receive SMS about existing fines, court and tax debts.

How to complete full registration on the State Services website

Why is full registration required on the State Services website? In order to simplify the receipt of many documents and a lot of useful information without long trips to the relevant government agencies, without queues.

For example, this could be obtaining a foreign passport with an electronic chip (for 10 years) or without a chip (for 5 years), replacing a passport of a citizen of the Russian Federation, replacing a driver’s license due to its expiration, registering vehicles, making an appointment with a doctor, to kindergarten, to school, as well as issues related to pensions, taxes, etc.

The registration procedure on the State Services portal is also called: register, register, register, create (open) a personal government services account, an electronic government services account, create your account, create an account.

How to register on the State Services website? The step-by-step instructions below include three (3) steps: Simplified Account, Standard Account and Verified Account. To have access to all the features, you need to go through all three stages and eventually get a verified account.

First you will need an email or mobile phone. If you use e-mail to register, then any mail that you have will do, that is, any e-mail.

  • When registering on the State Services portal, you need to enter your e-mail.
  • After this, a letter is automatically sent to the specified e-mail.
  • You need to go to your mail,
  • find this letter there,
  • click on the link in the letter and thereby confirm that you are the owner of this mail.

If you don't have your own email, you can create one. I wrote more about how to create an account (mail) in Yandex.

Instead of email, you can enter your mobile phone number. In this case, you must have your mobile phone at hand, because an SMS with a confirmation code will automatically be sent to your phone. This code will need to be entered on the State Services website to confirm that you are the owner of the phone.

Simplified Account

It is not necessary to provide a mobile phone number. If you indicate your mobile phone number, this can help out in the future if, for various reasons, problems suddenly arise with logging into the State Services website. Using a mobile phone number is usually the easiest way to restore access.

Click the blue “Register” button (Fig. 1), a message will appear:

You should never put off confirming your registration; as they say, once you’ve done your job, go ahead. Therefore, we immediately go to our mail and look for a letter there to confirm registration on the government services website. The letter will look something like this:

Open the email to confirm registration:


The letter reads, in part:

“An application has been submitted on your behalf for registration in the Unified System for Identification and Authentication of the Electronic Government Infrastructure.

To complete registration, you must confirm your email address and provide a password."

In this letter (Fig. 4) we click on the long link, and thereby confirm that the email is ours and that we have access to the mail.

You shouldn’t come up with a simple password like your date of birth or 12345, it can be hacked instantly.

The same password must be entered 2 times (Fig. 5) and click on the blue “Finish” button. A message will appear: “Registration was successful. In 3 seconds you will be transferred back to the portal."

This password is sometimes called the ESIA code, which means the password for entering the State Services portal. You don't need to tell it to anyone.

Congratulations, The first step to register with State Services has been taken! You now have it on the State Services portal simplified account. And there was access to services that did NOT require mandatory identification confirmation. The number of such services is limited.

Access to information on taxes, pensions and most other necessary services will only appear after confirmation of identity, that is, full registration is required on the State Services website.

The State Services portal reports that:

Simplified The account allows you to receive reference and informational services.
To gain access to additional services, upgrade your account by filling out the following fields in your profile:
- FULL NAME;
- floor;
- Date of Birth;
- SNILS;
- passport data.
The data will undergo online verification (this can take from a few seconds to 5 days), and additional services will become available to you: checking traffic police fines, making an appointment with a doctor, registering a trademark and many others

Standard account

After entering the password, the system automatically redirects you to the “Filling out and checking personal data” window (Fig. 6).

If for some reason you were unable to immediately fill out your profile, you will then need to separately log into the State Services portal into your personal account, and then fill out your profile.

To fill out this data you will need:

  • SNILS (insurance certificate of the Pension Fund of the Russian Federation) and
  • passport,

It is advisable to prepare them in advance.

By the way, if you still decide to indicate your mobile phone in your profile, you will need to confirm it first with the Unified Identification of Authorization code - this is your password to enter the State Services website, and then an SMS code will be sent to your mobile phone for confirmation.

  • 1, 2, 3 in Fig. 6 - print your last name without errors, your first and patronymic, if any;
  • 4 in Fig. 6 - click on the triangle in field 4. In the menu that appears, click on “Male” or “Female”;
  • 5 in Fig. 6 - click on the small calendar, select the month, date and year of birth. You can only enter your date of birth using a calendar. You cannot enter it manually “from the keyboard”;
  • 6 in Fig. 6 - place of birth is entered as indicated in the passport;
  • 7 in Fig. 6 - SNIL - abbreviation for “Individual Personal Account Insurance Number”, issued by the pension fund (PFR). Below in Fig. 7 shows where to look for your SNILS in the Insurance Certificate of the Pension Fund;

Verification of personal data for the State Services portal takes place at the Pension Fund of the Russian Federation and at the Federal Migration Service of the Russian Federation (Federal Migration Service). It may take several minutes, and in some cases up to 5 days. If you don’t want to wait for the verification to finish, you can close the page. A notification will be sent by e-mail about the completion of the check, that is, by e-mail.

If you do not close the page and wait until the check is completed, then after that in the window in Fig. 8 the message “Verification of your personal data has been completed” and the “Login again” button will appear.

If you close the page, you can continue working with the State Services portal using the link in the letter that will be sent by e-mail after the check is completed.

Verified account for full registration

Public services full registration will only be possible after confirmation of identity. First, we decide which method of identity verification to choose from the three options offered on the site. Click on fig. 9 to enlarge it, second click on fig. reduces it.

Identity confirmation for public services using a confirmation code

The code will be sent to you by registered mail via Russian Post.

Before choosing this method, it is worth keeping in mind the following information from the official website of the State Services:

"Attention! To confirm, we recommend contacting us in person! Please note that by using the code to confirm your identity from the letter, you will NOT be able to access the taxpayer’s personal account on the nalog.ru portal. You will also need to receive the letter at the post office.

The service is provided free of charge.
The average delivery time is about two weeks.
Re-sending the identity verification code is possible no earlier than after 30 days.”

If you choose the option with a confirmation code by letter, then, as can be seen in Fig. 9, you should enter your postal address with zip code and click on the blue “Deliver” button. If you have forgotten the index, click on the link “Don’t remember the index?”.

The option with a confirmation code means that the postman will send a notification to the mailbox that a registered letter has arrived. Then, with this notice and your passport, you will need to go to the post office to receive a registered letter. And then enter the received confirmation code on the State Services website. If the notification is lost or the letter does not arrive, you will have to re-order a confirmation code no earlier than 30 days after the first application to the State Services to receive the code.

As you can see, you still have to go to the post office with your passport. I decided that it would be easier and faster to immediately go to the post office with my passport and prove my identity. True, not every post office can do this, more details below.

Confirmation of identity for public services using CEP

CEP is an abbreviation for “Qualified Electronic Signature”.

Number 3 in Fig. 9 - as you can see, identity verification at State Services can be done using an electronic signature on a flash drive or UEC (universal electronic card). The issue of the UEC card and its issuance are free for all citizens of the Russian Federation. It allows you to use state, municipal and commercial services online, in electronic form.

The advantage of the 3rd option with an electronic signature is that it is an instant confirmation of identity in the State Services, and also that some services require the user to have an electronic signature. The downside is the need to issue and obtain an electronic signature or a universal electronic card.

Identity confirmation for State Services at Russian Post

It may seem that it is enough to take your passport and come to your home post office. But that's not true. In July 2015, the agreement between the Russian Post and Rostelecom ended, and since then not all post offices have managed to conclude a new agreement. Therefore, first you have to search for a branch of the Russian Post Office or a branch of Rostelecom, where they provide such a service as identity confirmation for the State Services portal.

When you register for State Services and select the “Apply in person” confirmation option (1 in Fig. 9), the State Services website automatically offers available options for your location: the closest option comes first, and then more distant options.

Attention! It only makes sense to confirm your identity if your profile on the State Services website has been filled out, verified and you have a standard account. With a simplified account there is no point in confirming your identity, nothing will work.

To confirm your identity, you must take your passport with you.

At the post office (or at the Rostelecom office) you must say that you need to confirm your identity on the State Services portal. After that, they gave me a paper (Fig. 10, click on the picture to enlarge it), in which I must write in two copies:

  • last name
  • document type and number,
  • date,
  • signature.

The postal worker checks your passport, looks on the computer to see that you have a standard account on the State Services portal and clicks on something. Confirmation by e-mail and SMS is sent to your mobile phone immediately. For example, I didn’t have time to move away from the window in the Russian Post when I heard an SMS message, and I also thought that it’s amazing how quickly everything works.

How to log in to State Services after registration

Registration on the State Services portal takes place once. After that, you will only need to log in to the site, but not register.

Click on the “Login” button and you will see:

After you have entered your phone number or email address (e-mail), as well as your password, you are automatically taken to your personal account, which will be eloquently evidenced by the name in the upper right corner on the State Services website (Fig. 14).

How to exit the State Services website

You need to exit the State Services portal NOT using the red cross in your browser, but using the special Exit button (Fig. 14). It is located in the upper right corner on the State Services website, next to your name.

If you move the mouse to the button (circled in a red frame in Fig. 14), the “Exit” pop-up message will appear. Click on this button and exit - this is the correct exit from the State Services website.

It's the 21st century and we need to take full advantage of the benefits of the Internet. One of them is receiving government services. And for this we need registration on the government services website. Instructions will be discussed below, but for now a little general information.

The unified portal of state and municipal services, or as it is also called e-government, opened on December 15, 2009 and is intended to provide government services to citizens of the Russian Federation in electronic form. Simply put, to save you and me from standing in queues, for example, to receive some piece of paper from government agencies.

The most popular government services available after registering on the site

  • obtaining information about fines issued by the traffic police for traffic violations;
  • submitting documents to (follow the link - there are instructions on this matter)
  • checking the status of an individual personal account in the Pension Fund;
  • checking the presence of tax debt (read the instructions "");
  • registration - registration of vehicles;

And now types of services such as payment for housing and communal services and making appointments with a doctor are gaining momentum. And all this without leaving home!

Methods of registering on the government services website

  1. using the insurance number of an individual personal account (SNILS) in the Pension Fund (in this case, you will have to obtain an activation code for government services - by regular mail or at Rostelecom sales and customer service offices);
  2. using an electronic signature recorded on a digital medium (can be purchased at Rostelecom sales and customer service offices);

As for the second method and Rostelecom offices, I can’t give any instructions, because I simply wasn’t interested in it, but let’s look at the first one, by regular mail, in detail.

To get started, you should have at hand: your personal passport, SNILS and email address. If you have not yet created an email, then hurry up and do so. On my blog there are instructions: “How to create an email on mail.ru and yandex.ru.” Use the site search and read.

Registration on the government services website. Instructions

First of all, go to the address: https://www.gosuslugi.ru/, in the window that opens, first select the location if it does not match yours. Usually it is determined automatically when entering the government services portal, but the capital of your region or region will appear there, and maybe there will be the inscription “Select a region.” In short, if the system does not detect it, click in this place:

Just put a dot in the pop-up window on “Detect automatically” and “Save”:


To avoid any confusion regarding registration on the government services website, I will immediately make some clarifications. Namely, there are three types of accounts:

  1. Simplified.
  2. Standard.
  3. Confirmed.

Depending on the type of your account in government services, some services will be available or not available. For example, a simplified one (practically no different from the standard one) only allows you to pay for housing and communal services, make an appointment with a doctor and some other minor things. Well, the confirmed one already provides everything “what your heart desires.”


Step 1. Pre-registration or simplified government services account.

There’s nothing complicated here, fill out the required fields and click “Register”:

If you made a mistake with your mobile number, you can “Change data”. Enter the code that will be sent via SMS. If you don’t receive the SMS, which happens quite often with government services, click on “Try via email” and follow the link in the letter received from the portal. If you wait, enter, then click “Continue”:

We come up with and type a password twice, click on “Finish”:

We receive a congratulation after which we will immediately be transferred back to the portal and this completes the first point of the instructions:


But don’t rush to rejoice, you have only completed pre-registration. And this simplified account and this means you won’t be able to use the most popular government services in full! So be patient, and most likely not for one day, and go through full registration, that is, do verified account b.

Step 2. Filling out personal data when registering on the government services portal.

So, let's enter your personal account. By the way, it happens that a window opens and where you entered a phone number or email, the inscription “SNILS” suddenly appears. Sometimes people get lost, but there's nothing wrong with that. Just below, in the “Login using:” line, click on the “Phone/mail” link and everything will fall into place:

We entered. We see our personal data, click “Edit”, if necessary, edit and save. Or immediately click “Fill out profile”:



By the way, perhaps the following information window will open right away. Well, here it’s clear without any instructions - just click “Confirm”, and then follow the proven scheme as above:


To confirm, you will need to enter SNILS in the field below. If anyone doesn't know what it is, it looks like this:


After filling out and saving personal data, it is sent for automatic verification. So point number 2 of the instructions is behind us.

Step 3. Checking the entered data during registration on the government services website.

While your data is being checked by the Pension Fund of the Russian Federation and the Federal Migration Service, sometimes a lot of time can pass and the following picture will appear on the government services website:

As soon as the verification is completed, you will receive an SMS or email, a notification will be displayed on the site and you will already have a standard account:



Once again we receive congratulations and see services available. So we are done with the third point of the instructions.

All that remains is to confirm your identity. This used to be called activation.

Step 4. Instructions for confirming identity for the government services website.

Click the "Confirm" button:

As you can see from the picture, government services offer three confirmation methods. "In person at the service center" is the least attractive way. “Electronic signature or UEC” is probably the fastest. The most popular method for the site is "Registered mail by Russian Post". If you click on the picture with this inscription, you will need to fill out the form that opens below it and click the “Order a letter” button:

After this, a page with your personal data will open, only another information window will be added. It is depicted a little lower. At this point, the instructions for our main actions on the government services website can be considered complete. All that remains is to wait for the letter. Typically, notification of receiving a registered letter arrives no later than two weeks after confirming your identity on the website.
