From July 2018, veterinary documentation for products subject to veterinary control will be issued only in electronic form using the federal state information system "Mercury".

This means that companies and entrepreneurs that produce or sell products of animal origin must register in the system and learn how to work in it before the beginning of July. Who should connect to Mercury?

In general, as of July 1, 2018, everyone who produces and sells products controlled by State Veterinary Control must be connected to the Mercury system. The fact is that these products require the execution of veterinary accompanying documents (VSD): veterinary certificates, certificates and certificates (Article 2.3 of the Law of May 14, 1993 No. 4979-1 “On Veterinary Medicine”). Until July of this year, it is permissible to generate these documents both electronically and in paper form.

But from July there will be only one permitted way to create VSD - electronically through the Mercury system. This follows from the Federal Law of July 13, 2015 No. 243-FZ, which amended the Law on Veterinary Medicine. Consequently, everyone who is required to prepare veterinary documentation will have to work at Mercury.

The list of goods controlled by Gosvetkontrol was approved by order of the Ministry of Agriculture of Russia dated December 18, 2015 No. 648. It includes, among other things, meat and fish products, dairy products, and poultry products. Thus, the turnover of these goods entails the obligation to register VSD and, as a result, to connect to the Mercury system.

In what cases can Mercury not be used?

There are exceptions to the above rules, which are listed in article of Law No. 243-FZ. Thus, after July 1, 2018, it will be possible to issue VSD on paper in three situations.

Firstly, in case of accidents, natural disasters, catastrophes and emergencies, due to which it became impossible to use Mercury.
Secondly, in the absence of access to the Internet. This “benefit” can only be used in those settlements that are included in special lists approved by regional authorities. If there is a temporary failure in the Internet, then the obligation to electronically register the VSD remains. Under such circumstances, you can work with electronic veterinary documents remotely.

This is the sale of products to the final buyer for personal consumption, the movement of products within one enterprise as a property complex, the transportation of pets, etc.

What is the Mercury system?

The system owes its name to the ancient Roman god who patronized trade. The main goal of creating the Mercury system is to enable regulatory authorities and consumers to obtain complete and reliable information about the origin of meat, milk and other products.

With the help of Mercury, electronic veterinary accompanying documents of two types are created: transport and production. Transport VSD records the facts of movement of goods. The sender (for example, a meat processing plant) must create a transport VSD in the system, and the recipient (for example, a retail store) must cancel this document, that is, make a special mark in Mercury. If an electronic VSD is not issued for a product subject to veterinary control, then the store must refuse to accept such a product and inform the sender about the absence of this document.

Even if the products are delivered to an intermediate recipient (for example, to a wholesale warehouse), he is still obliged to pay off the transport VSD, and when sending the goods further, he must create a new document.

Production VSD reflects information about what raw materials a particular product is made from. There is no need to cancel such documents.

Let us add that the electronic VSD is not compiled for the entire batch of goods, but for each item separately. Moreover, each electronic VSD has a unique UUID identifier, which is its main requisite. The electronic veterinary document is stored in the system for three years, but not less than the shelf life of the product.

How to register in the system

The rules for working with Mercury, including the rules for registering in this system, are regulated by Order No. 589 of the Ministry of Agriculture of Russia dated December 27, 2016 (hereinafter referred to as Order No. 589). According to this document, in order to connect to Mercury, companies and individual entrepreneurs must submit an application to Rosselkhoznadzor. The application template can be downloaded from the website of the Federal State Veterinary Information System.

Organizations can apply in one of two ways. The first way is to fill out an application on company letterhead and take it to the territorial office of Rosselkhoznadzor. The second way is to create an application in the form of an electronic document, certify it with an enhanced qualified electronic signature (ECS) and send it to the address [email protected].

The organization must indicate in the application its authorized employees who will work with Mercury. Such employees can be given different rights: to make applications for VSD, create them, cancel them, or perform all of the above actions.

Within five working days after submitting the application, the organization or individual entrepreneur must be registered in the Mercury system.

Certification of employees and entrepreneurs

Authorized employees of the organization, as well as individual entrepreneurs or their authorized employees who will generate electronic VSD in the Mercury system must undergo certification. The decision on certification is made by a commission created by the regional veterinary department. Meetings of the certification commission are held monthly (specific dates can be found on the official websites of the authorized bodies). All certified specialists are entered into the register.

Please note: if an authorized employee or entrepreneur only has to extinguish VSD (but not create new ones), then certification is not needed.

How to integrate Mercury with your accounting system

Generating and canceling electronic VSD manually is not a quick task, because each document sometimes takes several minutes. This time is multiplied by the number of commodity items in the invoice, since, as mentioned above, one IRR is created not for delivery, but for each commodity item. This time is then multiplied by the number of invoices received and issued during the day. Here you need to add the additional time required to correct errors that arose during manual data entry.

To significantly facilitate and speed up the process of registering electronic VSD, the Mercury system can be integrated with an accounting system, for example, 1C. There are various integration solutions, in particular, the “Contour.Mercury” module. It is suitable for any 1C configuration: 7.7, 8.X, for regular and managed forms. This module will allow you to work in single window mode directly in your 1C database, without transitions from 1C to Mercury and back. The possibility of errors and loss of documents is excluded, since “Kontur.Mercury” uses data already entered into 1C.

What threatens violators?

Currently, for violation of the rules for processing, storing and selling livestock products, an administrative fine is provided: for officials and individual entrepreneurs - from 3,000 to 5,000 rubles, for organizations - from 10,000 to 20,000 rubles (Article 10.8 of the Code of Administrative Offenses of the Russian Federation).

However, a draft amendment to the Code of Administrative Offenses of the Russian Federation has already been developed. If the amendments are adopted, then the amount of fines for the transportation or transfer of ownership of goods of animal origin, accompanied by incorrectly executed VSD or without them at all, will increase significantly and for organizations will amount to:

  • up to 100 thousand rubles for transportation or transfer of ownership of animals;
  • up to 20 thousand rubles for transportation or transfer of ownership rights to fish and products from aquatic biological resources;
  • up to 10 thousand rubles for transportation or transfer of ownership rights to raw milk and raw cream;
  • up to 5 thousand rubles for production, transportation or transfer of ownership rights to heat-treated products;
  • up to 50 thousand rubles for production, transportation or transfer of ownership rights to all other goods, if they are subject to mandatory certification.

Repeated violation of the rules, according to the draft amendments, faces a fine of up to 200 thousand rubles.

The automated system Mercury is a system designed for electronic certification of goods supervised by Gosvetnadzor, tracking their transactions, as well as the route of movement across the territory of Russia.

The main goal of AIS Mercury is to create a unified information environment for veterinary medicine, as well as to improve biological and food safety.

The goals of the system also include reducing the time required to complete all supporting documentation, which is achieved by automating the process as a whole. The system also allows for automatic recording of both incoming and outgoing production volumes. Another goal that was pursued during the development of Mercury is the ability to enter and store all information regarding the selected samples intended for the study of imported products. In addition, the Mercury system allows you to track the movement of a consignment across the country, taking into account the fragmentation of the transported consignment.

This system also allows you to reduce labor, material and financial costs, which was also one of the goals during its development. Cost reduction is achieved by issuing VSD with electronic versions of forms. In addition, the system allows you to achieve goals such as minimizing the impact of human errors, which is achieved through the availability of ready-made forms used to enter the necessary information and verify all entered data, as well as the creation of a single centralized database that allows quick access to information necessary for generating reports, searching and analyzing data.

The operator of the system is the Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor). The developer of the special Mercury information system is the Federal State Budgetary Institution “Federal Center for Animal Health Protection” (FSBI “ARRIAH”).

To gain access to the system, you must submit an electronic application using the Vetis.Passport automated system (with the exception of business entities for which a different procedure for obtaining access is provided). The submitted application must indicate the full name of the organization, legal and actual addresses, taxpayer identification number, reason code, main state registration number, type of certified activity, last name, first name and patronymic of the employee who will be entrusted with the functions of the administrator.

This system takes into account absolutely every nuance, from the selection of fertilizers for specific plants or animal feed, to quality control of milk or meat on store shelves.

This mechanism is called product traceability. In other words, it allows you to accurately track the entire chain of growing plants or animals, their nutrition, their growth conditions, as well as all subsequent stages necessary for the production of a finished product of plant or animal origin. This means that even if you take an ordinary piece of meat in a store, you can quickly and accurately determine which animal it belonged to, in what conditions it was kept, how it was processed and stored.

Of course, for the competent implementation of such a mechanism at each stage of production, you need to have convenient mechanisms for determining the location of the product, tracking all routes of its transportation, processing methods, and so on. At the same time, it should be possible to find out absolutely everything about the product at any stage of its movement from the field to the counter. Obviously, the practical implementation of such a system is not an easy task, but, nevertheless, absolutely all civilized countries preferred it, and there are many reasons for this. Here are just a few of them:

  • Reliable protection against counterfeit and low-quality products of unknown origin reaching store shelves.
  • Convenient control over the level of food in the country, allowing for timely regulation of the agricultural sector.
  • Effective fight against corruption among supervisory authorities.
  • Ability to deal with fraud in the industry.
  • Minimizing bureaucracy and providing a convenient transparent mechanism for the comfortable operation of private businesses.

It is obvious that an analogue of this system should be present in every country, including Russia. Moreover, modern solutions and capabilities already make it possible to implement it. However, product manufacturers themselves across the country are divided into two completely opposite camps. Some are completely in favor of such changes and the introduction of such a promising and easy-to-use mechanism, while others are categorically against it. However, it is obvious that it is entrepreneurs who are resisting who do not conduct their business honestly and do not produce high-quality products, because then strict and unbiased control will put an end to their business, or at least require serious changes in the usual and established working mechanism .

However, the control system itself will improve people's health, expand the range of products, improve their quality and increase the well-being of entrepreneurs who honestly and responsibly engage in this difficult task. To do this, you don’t even need to look for any loopholes in the law, since now not all products require a veterinary certificate. For example, milk is subject to certification, but butter made from the same milk is no longer subject to certification. A very large percentage of finished products are not tested, and additional additives are quite officially mixed into them. In the production of oil, palm oil, which is harmful to health, is often used, which has a low cost and makes it possible to obtain a huge volume of finished low-quality goods from a small amount of starting materials.

Who works in the Mercury system and how?

The system has several modules for the separate work of state veterinary inspectors of Rosselkhoznadzor, and regional veterinary departments of the country. They are the ones who oversee all food cargo entering Russia and moving within its borders.

In order to understand how the whole system functions, it is worth imagining the following situation. Let’s assume that 200 kilograms of fish from Bulgaria arrived in Moscow via air delivery. This cargo is addressed to the Vector company, located in the Vladimir region. The permit to import the product itself was issued at Domodedovo airport, at the local border checkpoint. This was done using the Argus system, which is part of the general network of Rosselkhoznadzor software products.

The next step for the cargo is to enter a special temporary storage warehouse, where Rosselkhoznadzor inspectors inspect it and re-issue all documents. In parallel with this, information about the current position of the fish is reflected in the Mercury program. There, the inspector enters the name of the cargo, its weight and volume, production date, expiration date, and also describes such points as the next destination of the cargo, and provides permission for its free sale.

The most interesting thing is that the next stage of verification is automatic, and the Mercury program performs it independently. After full approval of all aspects and confirmation of the accuracy of the information entered, the cargo is sent for sanitary and veterinary control, where specialists make a decision on its quality and suitability for use and sale.

If the cargo raises any suspicions among the inspector, he can take a sample of it and send it for analysis to the laboratory. An act for these actions is issued in another program of Rosselkhoznadzor, called “Vesta”. Since all software products are connected, the experts’ answer will come and be displayed not only in the Vesta system, but also in Mercury.

If there are no questions about the cargo, then a sanitary and veterinary inspection report is drawn up on the spot. The Mercury system checks all the information and makes a decision on whether the cargo should be allowed through. Next, the inspector agrees with him and draws up a new veterinary passport. Here, Rosselkhoznadzor specialists complete their part of the work and transfer the initiative to the employees of the state veterinary service. For them, the system has its own module called “State Veterinary Expertise”.

They inspect imported products after they arrive at a specific enterprise. Inside the system, they receive all current information about it, verify and confirm it. Then they transfer the information to another special journal, in which all subsequent actions with the cargo will be recorded. Moreover, tracking will work even if a large batch needs to be divided into smaller ones in order to be sent to points of sale. In this case, the veterinarian will need to complete the transactions.

These transactions involve any action with cargo, be it transportation, processing or sales. All information is entered into a special form, including the type and number of transport on which transportation will be carried out and the addresses of specific stores where the goods will be sold. Additionally, the volume of goods is indicated so that forgery or fraud can later be identified. As a result of all these actions, a special veterinary accompanying document is generated, which can be printed on any ordinary office paper, because all its protection is based on the presence of a special bar code and an additional identifier, with the help of which you can obtain all the information about a specific product in the system.

Automated Mercury system for food production

According to a similar, but somewhat more simplified principle, documents for domestic products are drawn up in the system. As a result, the program contains information about all stages of production, starting from the place where animals are raised, their quantity, feed used for them, to slaughter places, warehouses where meat is stored, enterprises where it is processed and stores where it is sold .

What is important is that at each stage a separate certificate is created, which allows you to create a direct chain of electronic documents that can be used to track the product to any stage of its production. Because of this, it will simply be impossible to enter counterfeit products into the system, and therefore to sell them and make a profit from them.

At the moment, situations arise in which some dairy plant received a ton of milk and produced three tons of butter. This is due to the fact that milk is subject to certification, but products made from it are not. At the same time, it is simply impossible to know the exact volumes of finished products.
