Electronic information resources are systems that implement a unified approach to the production, storage and organization of various information for the purpose of searching, analyzing and accessing it using global computer networks.
Full-text databases: “electronic archives”, without current issues (JSTOR) access to printed journals (SwetsWise, EBSCO EJS) pay-per-view access (Dialog, Ingenta) “aggregators” (EBSCOhost, ProQuest, InfoTrac) collections of publishers (ScienceDirect, Oxford Journals Online, Wiley InterScience, SpringerLink...)
Classification of electronic resources (by content owner) the provider owns the content (publishing websites, abstract databases with their own annotation services, citation databases) the provider is not the owner of the content (“aggregators”, JSTOR, abstract databases with author’s annotations)
Access to electronic library resources as part of a HSE subscription is provided to all users of the St. Petersburg branch library:
- from any university computer connected to the local network;
- from your personal device (laptop, etc.) connected to the campus local network or via a wireless Wi-Fi network;
in remote access mode (from outside the university) using a password.
Remote access to electronic library resources is provided to the following categories of users who have a library card from the National Research University Higher School of Economics - St. Petersburg and having no debts on all subscriptions: undergraduate and graduate students, graduate students, teaching staff, employees of scientific laboratories and centers and other categories of workers.
Procedure for obtaining remote access
- Fill out the application form
The application must indicate a corporate email address: [email protected] or [email protected]).
Please note that applications for remote access sent from the Moscow library website by users of the St. Petersburg campus will not be accepted for processing.
After submitting the completed form:
- within 1-5 days you will be sent a letter with your login and password to your corporate e-mail

- The password is valid for 180 days. If you try to access electronic resources after this period has expired, a new password will be sent by the system to your corporate email address within a day.
Attention! Applications for remote access that do not contain all the required data (missing PIN code, specified email address other than the corporate one) will not be accepted for consideration.
Basic rules for working with electronic library resources
When working with electronic library resources, you must comply with the restrictions of license agreements with copyright holders and suppliers of electronic library resources. In particular, prohibited:
- transfer authentication data (login and password) for remote access to other persons;
- carry out “solid copying” of materials (in particular, all articles of one issue of a journal, all chapters of one electronic book or all results of a search query) or create a significant number or volume of copies of materials on electronic or printed media, including the contents of electronic library resources;
- use “robot programs”* to search, open or download materials from electronic library resource sites;
- use electronic library resources and materials outside of research or analytical purposes, and not in connection with the preparation of publications, articles and other materials, including for the purpose of selling/reselling downloaded materials and for the purpose of obtaining economic benefit in another form;
- post materials in the public domain on the Internet, on social networks and on other sites without the permission of copyright holders and other providers of electronic library resources;
- distribute materials via e-mail or other means to persons who do not have access to the electronic library resources of the National Research University Higher School of Economics.
* “Robot programs” are programs that automatically or according to a given schedule perform any actions similar to user actions, including searching, opening or downloading materials from EDB websites.
During the year, the HSE Library carried out large-scale work to organize a legal and technological solution to provide our readers with access to subscription electronic information resources from outside SU-HSE. Agreements and extensions of licenses were carried out with dozens of companies that own electronic databases, and with the participation of the Information Technology Directorate, the necessary hardware and software were purchased and debugged.
We are currently launching a system for remote access to electronic library resources in test mode. Any employee/teacher/student of the State University-Higher School of Economics can obtain access rights during this period. having an email box on the website server. Obtaining a login password takes place in three stages:
- You fill out the form located at. Indicate your email address only on the site server, check the box to familiarize yourself with the rules for using your login-password and electronic resources.
- You will receive a registration confirmation letter by email from the HSE State University, containing a unique registration number, your username and password..
- No later than three working days, your registration will be activated by the library, and you will receive confirmation of this by email.
Upon completion of the activation process, you will be able to use your username and password.
Logging into electronic resources from outside the State University-Higher School of Economics is carried out as follows: go to the “regular” email page. resources and use the link “Online access from all HSE computers and externally (by password)” or the standard icon of the corresponding resource. (Please note that not every resource has such a link: a number of negotiations are currently ongoing, and some databases do not provide the ability to work remotely with them.) Over time, similar functionality will be introduced into the A-to-Z electronic subscription catalog and into the LinkSource recognition server (HSE_Full_Text service). You will be able to work with these tools from outside the HSE by simply entering your login password when opening a journal or article from them.
note that It is strictly forbidden to transfer your credentials (login-password) to another person- even if it is another HSE reader who has the right to receive his own password. All your visits will be recorded; we are forced to monitor compliance with this rule due to the strict requirements of resource owners. Passwords are issued individually; there are no group passwords (for example, “for the department”).
When working with electronic resources from outside the University, the restrictions of license agreements fully apply. These vary from resource to resource and can usually be found on the relevant database websites (usually in the Terms and Conditions section) or requested from the library. General and most important conditions for all These are:
- prohibited carry out “complete copying” of materials (in particular, all articles of one issue of a magazine or all chapters of one electronic book).
- prohibited using special robot programs to open or download materials from electronic resource sites.
- prohibited resale of downloaded materials and their use for immediate commercial gain.
- prohibited use and quotation of downloaded materials without indicating their authorship.
Please be aware of these restrictions: failure to comply with them may result in suspension of university access to the resource, and in some cases, cancellation of the subscription and refusal to renew it.
The passwords given to you now will be valid until the end of the test mode of operation of the remote access to resources system - until September 30, 2008 In this regard, the issuance of test passwords will only last until September 15.
