The reasons are as follows:

using not Windows 10, but, for example, Windows 8.1. Uninstall your system version and install the tenth;

If there is no cable or wireless connection, but you have, for example, a 4G modem from Yota, install this modem. But if you have a smartphone or tablet operating in access point mode, enable 3G/4G distribution via Wi-Fi on the gadget itself and connect to it. When the Internet appears, Windows 10 will request and install the latest updates;
conflict with a third-party antivirus (for example, ESet NOD32/SmartSecurity, Kaspersky antivirus, etc.). And then Microsoft releases the installation package KB9999922, which solved all the above problems. Then all previous ones (KB9999904/9999907/9999921) are deleted from the Windows system and from the “update cache” and the KB9999922 update is installed. Most likely, the problem will be resolved.
