If you don't see the sidebar icon in the bottom left corner, it's closed. To open it, click “Start” - “All Programs” - “Accessories” - “Windows Sidebar”. A sidebar with a clock has appeared.
If the sidebar is open and there is no clock on it, it is likely that the widget has been closed. Right-click the sidebar and select Add Widget. Find the clock icon and simply drag it to the sidebar. If the clock icon is not on the sidebar settings page, then this widget has been removed. You can always restore the gadgets that come with Windows by default.
