I lost 10 days to solve the problem of low frequency, dug through everything I could, and thought about learning how to flash the BIOS with unlock settings. I also installed hidden power mode parameters from the registry, set the maximum values, disassembled the laptop piece by piece, cleaned everything, changed thermal paste, replaced the HDD with an SSD. I tested it in a variety of programs: aida, 3d mark, a bunch of utilities from Intel and many others. Installed new BIOS firmware from HP manufacturer. I updated the firewood many times, including with special programs to find them. And... one horseradish, the frequency is 798 or slightly lower + the already irritating dead cake of the zero scale and the green leaf of energy saving in the turbo boost monitor. Complete despair and desire to burn this fiend.

I bought a used laptop, and did not pay attention to the real indicators of the stone, because I had no experience with overclocking and, accordingly, with programs for monitoring and testing the processor. In short, closer to the point, maybe this will help a lot of people, or maybe I was blind and didn’t see the solution, thanks to the author who resurrected Acer on one of the forums.

Download the ThrottleStop program. and in the lower left corner of the window we find the BD Prochot item, and cut it off to hell. And we look at the frequency in the program monitor. Not believing my eyes and having previously saved the program settings using the Save button, I launched several more different monitoring programs. By the way, on topic, including the Intel(R) Turbo Boost Technology Monitor 2.6 program.

At first, when I started it, the column shot up for only a second, and up to the nominal frequency of 2.2, and so on every time I started the program. I don’t know what’s causing it, but no matter how hard I pushed the turbo boost, it refused to respond. Then, having launched the TS Bench test in the holy prog ThrottleStop, I watched the scale, but it was dead. I started turning on the power saving mode with settings from the registry. And Windows eventually froze with interest until a reboot and a sad smiley saying that something went wrong. But after restarting the computer, opening ThrottleStop and unchecking that box, and in energy saving mode, selecting maximum performance and returning it to default, I heard a pleasant whirring of the cooler, and in the turbo boost monitor a cheerful blue column jumping to 3 and a penny. I almost broke off my monitor with joy.

Afterword, BD Prochot is, IMHO, a hat that blocks the frequency at low levels if something is overheating in the system.
Using the Speed ​​fan utility, it was revealed that the temperature of the main components of the laptop was fine. Therefore, I decided to put the bolt on this parameter. Most likely the previous owner tried. Um... and he sold me a laptop suspiciously cheap, only now it’s clear why.

And by the way, now in high performance mode high frequencies + turbo boost are more often shown, in balance mode the same 800 mhz (the Green leaf has not disappeared), but with short-term turbo boost activated. Therefore, even this mode is sufficient for ordinary everyday tasks.

Known Issues

Changing configurable TDP settings may change behavior of the Monitor to display new turbo levels. E.g. frequency text may be displayed while the energy saver leaf is present ; the bar maybe at midpoint and not display the frequency text
Workaround: None. This is expected behavior
- "Reinstall using recommended settings" after installation failure causes “Invalid Operating System” dialog error.
Workaround: Rename the install executable Setup.exe to a different name (e.g. Setup2.exe) then re-launch the install.
- If Intel Turbo Boost Technology is disabled in system BIOS, no Turbo Boost activity appears in the application. This is expected behavior.
Workaround: Enable Intel Turbo Boost Technology in the system BIOS.
