When a user connects to a mobile operator, along with a new SIM card, he receives an 11-digit individual number, from which and to which he will subsequently receive calls, make outgoing calls, and also use other capabilities of modern means of communication.
Users often have a question: what does a federal and city number mean for MTS or another cellular operator?
What is a Federal subscriber number? This 11-digit number is a number in federal format. The room includes:
- 8 (or +7) is the code for accessing the federal line on the territory of the Russian Federation.
- 9ХХ – prefix of a cellular operator from a pool of prefixes allocated to the operator by the Ministry of Communications (Federal Communications Agency). Each operator has a set of dedicated prefixes, which (at least in their service region) have long been easily recognizable.
- XXX-XX-XX is actually a unique subscriber number in the federal format. Can have any combination of numbers. Operators also select so-called “Beautiful Numbers” for sale at an additional cost.
All calls made from or to such a number are essentially “long-distance”, but are charged by the operator taking into account unique sets of prefixes, which are different and unique in each individual service area. To call such a number, we must dial the full set of numbers – 11 – from any phone (both mobile and landline), regardless of its location.
Landline number
The full city number is also 11-digit. A complete set of city number (or "Geographic National Open Plan") includes:
- 8 (or +7) – code for accessing the federal line on the territory of the Russian Federation.
- XXX – region prefix (often with the addition of the locality prefix XX).
- XXX-XX-XX is actually a unique subscriber number in a city format. Can have any combination of numbers from a pool of numbers assigned to a specific geographic area by the Ministry of Communications and Communications (Federal Communications Agency).
Calls made to or from such a number within their locality require dialing only a unique number - from 5 to 7 digits depending on the region (“Geographic local open plan number”). Calls from mobile numbers, as well as calls from landline numbers in other regions of the country, require dialing the full 11-digit subscriber code.
Usage differences
How does using a Federal number differ from using a City number?
- Calls to landline numbers within your region do not require payment.
- Calls to landline numbers within your region do not require dialing region prefixes.
- Calls from all regions of Russia require dialing a regional prefix, which was previously strictly tied to a specific region.
The difference in the set of numbers has only a psychological meaning and is in no way an indicator of “solidity”, “location” or anything else.
There are, of course, differences: calls made within your “geographic pool of local numbers” become more convenient due to the shorter digital number combination.
How does this happen?
So how do subscribers using mobile devices receive “City numbers” if there is a strict geographical binding of number combinations?
The fact is that when you purchase a new SIM card with a “City Number” or activate the “City Number” service, you receive two numbers linked to each other that duplicate the last 4 to 7 unique digits (local number depending on the region). These numbers are the correspondence between city and federal MTS numbers. That is, knowing the subscriber’s federal mobile number, we will be able to call him in the “City Number” format. But it’s difficult to tell how to find out a federal mobile number, knowing the city number. There are a lot of prefixes of different mobile operators in the same region.
There is mutual forwarding of calls between your numbers. By providing the “City Number” service, your mobile operator enters into a special tripartite agreement with the local fixed-line operator (MGTS in Moscow, Rostelecom mainly in the Russian Federation).
Connecting the “City Number” service to your current federal number is not always possible - it all depends on whether the operators have the opportunity to provide a duplicate landline number.
The cost of the “City Number” service depends on the region and operator. At MTS, the price for using the service is usually about 500 rubles per month, and regional users will pay on average from 120 to 350 rubles per month. Whether the differences in the combination of numbers are so important for you to use your number is up to you to decide.
Since many mobile operators, and in particular Megafon, provide clients with 10-digit numbers, it can sometimes be difficult to remember them. And it takes some time after purchasing a new SIM card before you learn your federal phone number. But you need to tell all your friends and acquaintances about your number so that they add it to the address book of their cell phones. And in order for caller ID to work when calling, you need a number in federal format, so a short number is not enough.
Of course, the easiest way to find out your phone number is to simply look at the contract and documents for the SIM card that you received when purchasing it. However, you won’t always have documents at hand, so if you don’t rely on your memory, it’s better to immediately enter the federal number into the phone’s memory.
There is also a way to find out the full phone number through the settings of the telephone itself. But the choice of cell phone models is so large, and their internal settings are so different from each other, that it is almost impossible to create one general instruction that would work with any cell phone. However, you can try going to the menu item called “Service” or “Settings”, where you can look for the “Your number” tab. If there is not one, and you have the instructions for the device at hand, you can find the necessary information in it.
As you can see, finding out your full cell phone number is not difficult. And even if you couldn’t do this on your own, the employees of any Megafon office will always help you.
A federal number differs from a local one in that you can call it not only from your city or region, but also from all over the world. It includes the country code, operator, and the phone number itself. The federal number is convenient for those who often use long-distance or international telephone communications.

The full number in federal format includes the country code (usually 1 digit, in the case of Russia it is +7), the city or mobile operator code (3 or 4 digits), and the subscriber's telephone number (6-7 digits). If you have a cell phone, then most likely you know it in the federal format, since most numbers are provided to subscribers in this way.
It is very easy to find out the federal number for your home phone. Find out your area code and add it to your own phone number as a prefix. Then add another country code, for Russia it is +7. Now your home number is written in federal format.
You can also contact your phone company's help desk to find out the long version of your number. It depends on the cellular operator whether to use a simple prefix to add a federal number to the number, or whether you will have to remember a completely different number. For example, a prefix works for direct MTS numbers, but Tele2’s short version of the direct number is often completely different from the federal one. The fact is that calling a direct cell number via long-distance communication, if you use it as a complement to the federal area code, works out fine, but problems may arise with the delivery of SMS - they only come to the long version of the number provided by the operator.

If you are calling from a mobile number to a local landline number, then you do not need to know its federal format. All modern cellular operators route such calls correctly, and you will get to the right subscriber, even if you dial his number without the area code and eight.

As for the operators themselves, they are accustomed to separating two types of numbers that do not have big differences between each other:
