On the allocation of radio frequency bands, amendments to the decisions of the State Committee for Radio Frequencies and the extension of the validity period of the decisions of the State Committee for Radio Frequencies. The complex is manufactured in three versions

SOLUTION


Having considered applications from legal entities and individuals of the Russian Federation, SCRF

decided:

1. To allocate to the Federal Space Agency the radio frequency bands 2220.44-2245.06 MHz and 2271.94-2284.06 MHz (space-to-space) for the use of radio electronics of the space stations of the IAAR and WAAR subsystem of the MCSR "Luch" for the transmission of telemetric information from non-GSO spacecraft RB "Fregat" and LV "Soyuz" on the conditions specified in Appendix No. 1.

2. To allocate to the limited liability company "Research and Production Enterprise DAURIA" (LLC "NPP Dauria") for the development, production and use of radio-electronic equipment (RES) of the Earth remote sensing satellite system (ERS) "Perseus-O", created on the basis of microsatellites operating in a low-Earth circular orbit (orbital parameters: Ha = Hn = 650 km, inclination 98.7°), the following radio frequency bands:

161.9625-161.9875 MHz, 162.0125-162.0375 MHz, 402.4-403 MHz (Earth-to-space) and 401-402 MHz, 26750-26850 MHz (space-to-Earth) for the use of radio electronics of the on-board radio complex (BRTC) "Lithium", placed on each microsatellite;

402.4-403 MHz (Earth-space) and 401-402 MHz (space-Earth) for use by earth tracking stations ZS1, planned for deployment in the village of Skolkovo, Odintsovo district, Moscow region, Novosibirsk and Nakhodka, and intended for receiving telemetry data and transmitting control commands;

26750-26850 MHz (space-Earth) for use by receiving earth stations for receiving and processing information (LUT) ZS2, ZS3 and ZS4, planned for deployment on the territory of the Russian Federation, and intended for receiving remote sensing data and AIS information from a microsatellite, on the terms, defined in Appendix No. 2.

3. To allocate to the federal state budgetary institution of science the Institute of Applied Astronomy of the Russian Academy of Sciences radio frequency bands 2200-2600 MHz, 7000-9500 MHz and 28000-34000 MHz (space-Earth) for use by radio astronomy receiving systems ARKA.464343.007, as well as radio frequency bands 3000 - 18000 MHz (space-Earth) for use by the ultra-wideband radio telescope system IELG.464345.551, planned for placement in the Zelenchukskaya observatories of the Karachay-Cherkess Republic and Badary of the Republic of Buryatia and intended for high-precision determination of Universal Time, as well as coordination of data on the parameters of the Earth's rotation with the international geodetic VLBI network on the conditions specified in Appendix No. 3.

4. To allocate to the limited liability company "A.T.K." radio frequency band 400-470 MHz for carrying out scientific, research, development, experimental and design work for the development and production of RES Corsair KR-4500-G6-45 A, Corsair KR-4600-G6-45 A, Corsair KR-2200-G6 -45 A, Corsair KR-2100-G6-45 A, Corsair KR-929-G6-5 A, Corsair KR-924-G6-5 A, Corsair KR-921-G6-5 A, Corsair KR-829-G6 -5 A, Corsair KR-824-G6-5 A, Corsair KR-821-G6-5 A, Corsair KR-459-G6-5 A, Corsair KR-454-G6-5 A, Corsair KR-451-G6 -5 A, Corsair KR-354-G6B-5 A, Corsair KR-231-G6-5 A and Corsair KR-351-G6B-5 A on the territory of the Russian Federation under the conditions specified in Appendix No. 4.

5. Refuse the St. Petersburg State Unitary Enterprise "Automatic Telephone Exchange of Smolny" to allocate radio frequency bands 380-400 MHz and 400-470 MHz for the DBS3900 (BBU3900, eRRU3255) radio frequency range for the purpose of carrying out research work on the territory of the city of Kronstadt, Kronstadt district. St. Petersburg based on a negative conclusion on the possibility of allocating radio frequency bands.

6. Allocate radio frequency bands 66-74 MHz and 87.5-108 MHz to the federal state unitary enterprise "Russian Television and Radio Broadcasting Network" for use by radio electronic means of digital audio broadcasting of the DRM+ standard types Triad TB DRA-100, Triad TB DRA-200, Triad TB DRA-300, Triad TB DRA-500, Microtek-TFR500, Microtek-TFR1000, MARCH INEY-M 0.5, MARCH INEY M 1, MARCH INEY M 2, LANA UCR-125 and LANA UCR-250 for the purpose of conducting experimental work on the territory of St. Petersburg and the Leningrad region under the conditions specified in Appendix No. 5.

7. Extend the validity of the SCRF decision of November 5, 2001 N 5496-OR (as amended by the SCRC decision of December 6, 2004 N 04-03-05-154 and paragraph 140 of the SCRC decision of August 19, 2009 N 09-04 -09) until December 1, 2024.

8. Extend the validity of the SCRF decision of July 30, 2001 N 5200-OR (as amended by the decisions of the SCRF dated December 6, 2004 N 04-03-05-164 and September 4, 2006 N 06-16-05-325 ) until December 1, 2024.

9. Extend the validity period of the SCRF decision of June 11, 2003 N 7287-OR (as amended by the decisions of the SCRF dated February 27, 2006 N 06-12-05-114, dated May 7, 2007 N 07-20-05-473 , clause 188 and clause 15) until December 31, 2024.

10. Extend the validity of the SCRF decision of December 24, 2003 N 8029-OR (as amended by the SCRF decisions of February 27, 2006 N 06-12-05-103, of September 4, 2006 N 06-16-05-293 , dated February 26, 2008 N 08-23-05-205, paragraph 174 of the SCRF decision of March 19, 2009 N 09-02-09-2 and paragraph 15 of the SCRC decision dated October 24, 2013 N 13-21-08-4 ) until December 31, 2024.

11. In paragraph 6 of the SCRF decision of December 6, 2004 N 04-03-05-093 (as amended by paragraph 44 of the SCRC decision of October 29, 2010 N 10-09-09 and paragraph 46 of the SCRC decision of March 10, 2011 N 11-11-06) replace the words “until December 1, 2014” with the words “until January 1, 2021.”

12. In paragraph 4 of Appendix No. 36 to the decision of the SCRF of September 8, 2011 N 11-12-07-1 (as amended by paragraph 36 of the SCRC decision of May 24, 2013 N 13-18-06-9 and paragraph 13 of the decision SCRF dated October 24, 2013 N 13-21-08-4) replace the words “until November 30, 2014” with the words “until November 30, 2015.”

13. Extend the validity period of decisions of the SCRF dated December 30, 2002 N 6803-OR (taking into account changes made by decisions of the SCRC dated January 31, 2005 N05-04-03-131, dated October 29, 2010 N 10-09-09/44 and dated March 10, 2011 N 11-11-06/46) and dated February 28, 2000 N 3742-OR (taking into account changes made by decisions of the SCRF dated December 24, 2002 N 6772-OR, dated January 31, 2005 N 05 -04-03-131, dated October 29, 2010 N 10-09-09/44 and dated March 10, 2011 N 11-11-06/46) until March 11, 2021.

14. Extend the validity period of decisions of the SCRF dated December 26, 2002 N 6793-OR (taking into account changes made by decisions of the SCRF dated December 6, 2004 N 04-03-05-156, dated October 29, 2010 N 10-09-09/ 44 and dated March 10, 2011 N 11-11-06/46), dated August 30, 2002 N 6361-OR (taking into account changes made by decisions of the SCRF dated December 6, 2004 N 04-03-05-156, dated 29 October 2010 N 10-09-09/44 and dated March 10, 2011 N 11-11-06/46), dated December 30, 2002 N 6802-OR (taking into account changes made by decisions of the SCRF dated December 6, 2004 N 04-03-05-156, dated October 29, 2010 N 10-09-09/44 and dated March 10, 2011 N 11-11-06/46), dated December 30, 2002 N 6804-OR (as amended , introduced by decisions of the SCRF dated December 6, 2004 N 04-03-05-156, dated October 29, 2010 N 10-09-09/44 and dated March 10, 2011 N 11-11-06/46) until March 11, 2021 of the year.

15. The appendix to the decision of the SCRF dated July 15, 2010 N 10-07-04-1 (as amended by paragraph 101 of the SCRF decision dated September 8, 2011 N 11-12-07-1) shall be stated in a new edition (Appendix N 6 to this decision of SCRF).

16. Refuse open joint stock company "MegaFon" to amend the decision of the SCRF of September 8, 2011 N 11-12-02

17. Paragraph one of paragraph 1 of the SCRF decision dated September 27, 2004 N 04-02-05-130 should be stated as follows:

"To allow OIL-TELECOM LLC to use on a secondary basis the radio frequency bands 3400-3450 MHz, 3500-3550 MHz for radio-electronic equipment AS4030 and AS3030 imported or purchased on the territory of the Russian Federation for the purpose of creating fixed-line networks in the territory of the Udmurt Republic with the exception of Izhevsk wireless access radio communications and provision of communication services subject to the following conditions:"

Extend the validity period of this decision of the SCRF until March 11, 2021.

18. Refuse the closed joint stock company Vainakh Telecom to amend the decision of the SCRF dated August 19, 2009 N 09-04-05-1 on the basis of a negative conclusion.

19. Make changes to the frequency-territorial allocation plan for the second multiplex of the digital television broadcasting network in the Russian Federation, approved by the SCRF decision of December 15, 2009 N 09-05-12 (Appendix No. 2), in accordance with Appendix No. 7 to this SCRF decision .

In addition to this decision, the SCRF adopted the following protocol entry:

In pursuance of the decisions on the seizure, ban on registration of radio frequency bands of the Interdistrict Department of Bailiffs for Special Enforcement Proceedings of a Non-Property Nature of the Federal Bailiff Service of Russia in Moscow dated 10.10.2014 to IP NN 48703/14/77001-IP, 48704/14/77001-IP, 48705/14/77001-IP dated September 16, 2014, as well as due to the pending legal proceedings regarding some of the declared radio frequency bands, it was unanimously decided to withdraw the following radio frequency applications from consideration at this meeting of the Commission:

OJSC "Intellect Telecom" (clause 1 of the information sheet) on the allocation of the declared radio frequency bands for the use of regional electronic zones of the land mobile service on the territory of the Russian Federation with the exception of the Crimean Federal District;

OJSC "VympelCom" (clause 2 of the information sheet) on the allocation of the declared radio frequency bands for the use of radio frequency zones of the land mobile service on the territory of the Russian Federation with the exception of the Crimean Federal District;

JSC "Transit Telecom" (clause 4 of the information sheet) on the allocation of the declared radio frequency bands for use by onboard and ground-based RES of the mobile satellite communication system (MSSS) "ENERGY-IMT", created on the basis of a spacecraft with stationary points in a geostationary orbit of 76.5° e.d. and 159.5°E;

JSC "Information Satellite Systems" named after Academician M.F. Reshetnev" (clause 5 of the information sheet) on the allocation of the declared radio frequency bands for use by onboard and ground-based radio electronics of the mobile satellite communication system (MSCS) of the Yenisei-A1 spacecraft, created on the basis of the Yenisei-E1 spacecraft in an orbital position of 95°E. d.;

JSC "Information Satellite Systems" named after Academician M.F. Reshetnev" (clause 6 of the information sheet) on the allocation of the declared radio frequency bands for use by onboard and ground-based radio electronics of the mobile satellite communication system (MSCS) of the Yenisei-A2 spacecraft, created on the basis of the Yenisei-E2 spacecraft in orbital positions 167°E. Longitude 16°W;

LLC "RusProject" (clauses 8, 9 of the information sheet) on the allocation of the declared radio frequency bands for use by onboard and ground-based RES of the ENERGY-IMT mobile satellite communication system based on the spacecraft with stationary points 76.5 degrees east. and 159.5є east. in geostationary orbit.

On making additions to the List of radio-electronic equipment and high-frequency devices permitted for import into the territory of the Russian Federation



It was unanimously decided to withdraw this draft decision of the SCRF from consideration in connection with the withdrawal from consideration of the draft decision of the SCRC under paragraph 10 of this protocol.

On the use of some radio frequency bands by radio-electronic means of mobile radiotelephone communications of the GSM standard in the territory of the Crimean Federal District (for official use)

Having heard the message on the issue, SCRF adopted the following protocol entry:

Remove this draft decision of SCRF from consideration for the purpose of more detailed study.

On the allocation of radio frequency bands 1980-2010 MHz and 2170-2200 MHz for radio-electronic communications networks of the LTE standard and its subsequent modifications on the territory of the constituent entities of the Russian Federation (for official use)

Having heard the message on the issue, SCRF adopted the following protocol entry:

It was unanimously decided to withdraw from consideration this draft decision of the SCRF in pursuance of the decisions on the seizure, ban on registration activities of radio frequency bands of the Interdistrict Department of Bailiffs for Special Enforcement Proceedings of a Non-Property Nature of the Federal Bailiff Service of Russia in Moscow dated October 10, 2014 to IP NN 48703/14/77001- IP, 48704/14/77001-IP, 48705/14/77001-IP dated 09/16/2014, as well as due to the incompleteness of legal proceedings regarding some radio frequency bands specified in the draft decision of SCRF.

Having heard the message on the issue, SCRF adopted the following protocol entry:

Adopt the decision of the SCRF “On the use of radio frequency bands by radio-electronic means of the land mobile service” (secret).

Having heard the message on the issue, SCRF adopted the following protocol entry:

1. Make the following change to the decision of the SCRF dated July 22, 2014 N 14-26-06:

the second paragraph of paragraph 5 after the words “winners of the auction” should be supplemented with the words “or to receive compensation from the winners of the auction in connection with the refusal of the owners of radio-electronic equipment of the MMDS standard to use the radio frequency spectrum in the radio frequency band 2500-2690 MHz in favor of the winners of the auction;”.

2. Instruct the Federal Communications Agency (FSUE NIIR) and the Federal Service for Supervision in the Sphere of Communications, Information Technologies and Mass Communications to conduct research on the possibility of using model control devices in various radio frequency bands on the territory of the Russian Federation and prepare appropriate proposals for amending the SCRF decision dated May 7, 2007 N 07-20-03-001.

The results of the work should be submitted to the SCRF by October 27, 2014.

Appendix No. 1. Terms of use of allocated radio frequency bands

1. The use of dedicated radio frequency bands for the use of RES space stations (CS) of the IAAR and VAAR subsystem of the MCSR "Luch" for the transmission of telemetry information from the non-GSO spacecraft RB "Fregat" and LV "Soyuz" must be carried out subject to the following conditions:



fulfillment of the Conditions for the joint use of the radio frequency band 2200-2290 MHz by radio-electronic means of space complexes for socio-economic and scientific purposes, created under the Federal Space Program and programs of international cooperation with military radio electronic zones, approved by decision of the SCRF dated July 15, 2010 N 10-07-03;

carrying out, in accordance with the established procedure, registration in the International Telecommunication Union of frequency assignments of the RES KS IAAR and VAAR subsystem of the ICSR "Luch".

2. Import into the territory of the Russian Federation of the radio-electronic equipment components of the CS NAAR and VAAR subsystem of the MCSR "Luch" must be carried out in the prescribed manner.




Appendix No. 2. Terms of use of allocated radio frequency bands

1. The use of dedicated radio frequency bands for the use of radio electronic equipment (RES) of the Perseus-O Earth remote sensing satellite system, created on the basis of microsatellites operating in a low-Earth circular orbit, must be carried out subject to the following conditions:

compliance of the tactical and technical characteristics of the used RES with the characteristics given in the attached tactical and technical data cards;

obtaining, in accordance with the established procedure, permission to use radio frequencies on the basis of an expert opinion on the possibility of using the earth stations used and their electromagnetic compatibility with the existing and planned for use of civil radio stations and radio stations used for the needs of public authorities, the needs of national defense, state security and law enforcement ;;

RES of the Perseus-O remote sensing satellite system should not cause harmful interference to RES of other radio services and cannot require protection from harmful interference from RES of other radio services operating in accordance with the Radio Regulations and the Table of Allocation of Radio Frequency Bands between Radio Services of the Russian Federation;

registration of satellite communication earth stations used is carried out in accordance with the procedure established in the Russian Federation;

development and coordination with the Federal Service for Hydrometeorology and Environmental Monitoring of conditions for joint use of the radio frequency band 401-403 MHz.

2. The import of the Perseus-O remote sensing satellite system into the territory of the Russian Federation must be carried out in accordance with the established procedure.

3. The use of radio frequency bands allocated by this decision of the SCRF is carried out for a period of ten years from the date of adoption of this decision. If a violation of the terms of use of the allocated radio frequency bands is detected, this decision of the SCRF may be suspended and (or) terminated in the manner established in the Russian Federation.

Appendix No. 3. Conditions for using allocated radio frequency bands

1. The use of dedicated radio frequency bands for use by radio astronomy receiving systems must be subject to the following conditions:

compliance of the technical characteristics of the used RES with the characteristics specified in the tactical and technical data cards attached to this SCRF decision;

use of radio frequency bands 2200-2600 MHz, 3000-4800 MHz, 5000-10600 MHz, 10700-14470 MHz, 14500-15350 MHz, 15400-18000 MHz, 28000-31300 MHz, 0 MHz must be subject to no interference claims from the RES side of other services operating in accordance with the Table of Allocation of Radio Frequency Bands between Radio Services in the Russian Federation;



availability of confirmation of compliance of the specified RES with the requirements established in the Russian Federation;

registration of the specified RES in the order established in the Russian Federation.

2. Import into the territory of the Russian Federation of the specified RES and the accompanying radio-electronic equipment must be carried out in the prescribed manner.

3. The use of radio frequency bands allocated by this decision of the SCRF is carried out for a period of ten years from the date of adoption of this decision. If a violation of the terms of use of the allocated radio frequency bands is detected, this decision of the SCRF may be suspended and (or) terminated in the manner established in the Russian Federation.

Appendix No. 4. Conditions for using the allocated radio frequency band

1. The use of a dedicated radio frequency band for RES must be carried out under the condition that the technical characteristics of the RES comply with the characteristics specified in the tactical and technical data cards attached to this decision of SCRF.

3. The use of the radio frequency band allocated by this decision of SCRF is carried out for a period of ten years from the date of adoption of this decision.

Appendix No. 5. Terms of use of allocated radio frequency bands

1. The use of dedicated radio frequency bands for the use of electronic digital audio broadcasting must be carried out subject to the following conditions:

compliance of the technical characteristics of the used RES with the characteristics specified in the attached tactical and technical data cards;

obtaining, in accordance with the established procedure, permission to use radio frequencies on the basis of an expert opinion on the possibility of using the specified radio-astronomical receiving systems and their electromagnetic compatibility with the existing and planned radio electronic systems for military, government (special) and civil purposes;

submission to SCRF of the results of experimental work no later than 30 days before the end of the allocation period specified in paragraph 3 of this appendix;

registration of the specified RES in the order established in the Russian Federation.

2. Import of RES into the territory of the Russian Federation must be carried out in accordance with the established procedure.

3. The use of radio frequency bands allocated by this decision of the SCRF is carried out for a year from the date of adoption of this decision.

Description of systems:

  1. Closed Internet channel
    With the help of ground and mobile satellite communication stations, a direct Internet channel is formed from the selected data center without the involvement of third-party providers. The Internet connection is placed in a closed “tunnel”, which eliminates the possibility of unauthorized connection to system devices and removal of IP addresses and receiving information transmitted and received over the channel.
    (Reference: “VPN” is a generic name for technologies that allow one or more network connections (logical network) to be provided over another network.)

  2. "Radio Dome" system
    Allows you to combine any types of VHF radio stations into a single radio network through satellite channels and carry out radio exchange between subscribers over any distance, including transcontinental VHF radio exchange. When using digital radio stations, the delay in the channel is no more than 0.8 seconds, which is a better parameter than when using a network of repeaters or radio relay stations.
    With such radio exchange, double software encryption is used, which prevents the opening of these channels by DER systems. For example, when using stations MOTOROLA 4000 series provides three-level encryption (from 16 to 64 bits), additionally encrypted in the tunnel satellite channel. The analysis shows that even when determining the frequency, the most modern electronic warfare systems will require about 1 year of constant operation to open the channel. Thus, using this system, it is possible to organize operational control channels between centers, bases, PPD located in places of permanent deployment with PPD operating at an unlimited distance, including outside the Russian Federation.

  3. Closed mail
    Based on VIPNet technology (has a FSB certificate of conformity). Allows you to carry out confidential document flow with full cryptographic protection. Ensures the fastest possible deployment of intradepartmental secure solutions based on departmental local networks, dedicated communication channels, fixed, satellite and mobile radio communications, etc.

  4. Closed SIP telephony
    It is built without the involvement of third-party operators and providers on internal switching channels. Allows you to provide senior and middle management with high-quality telephone communications between each other and with headquarters and control centers, without loading the radio networks of the operational-tactical level. This system also uses software encryption, which ensures complete security of the system even if the subscriber device is lost or captured by an enemy.

This communication complex was tested for six months and showed its exceptional reliability and cryptographic security.

The complex is manufactured on the basis of software and hardware components of purely Russian production, which have all the necessary permits and certification documentation.

The complex is manufactured in three versions:

  • Portable complex. Mounted on any vehicle or special equipment. The weight of the equipment is about 150 kg, including emergency power supply systems. Deployment time is about 15 minutes.
  • Stationary transportable complex. Weight is about 50 kg, excluding emergency power supply systems. Deployment time is about 20 minutes.
  • Wearable backpack-type complex. Weight about 25 kg. Deployment time is about 10 minutes.

Safe operation monitoring

Like all Vertex Standard radios, the VX-450 series station has a built-in “panic button” and a “Lone Worker” function. Emergency notifications are initiated by the user by pressing a button, which switches to a specified channel and sends a signal for help. The “lone worker” function is a built-in timer that requires the user to carry out certain manipulations at predetermined time intervals. If you do not do this, the radio will automatically start sending alarm signals. When you need to be constantly in touch, the Vertex Standard radio station has an ARTS™ system, which informs the user that other stations with the same system have appeared in the operating range. The optional Man Down function (with DVS-9 unit) makes it possible to monitor the movement of radio stations in horizontal and vertical directions.

The radio includes a Channel Announcement feature that loudly announces the channel number to make it easier to operate while performing other tasks at the same time. Robust shape for extreme conditions

The VX-450 series stations are adapted to harsh operating conditions, meeting the requirements of the IP57 standard, withstand immersion in water of 3 feet (more than 90 centimeters) for up to 30 minutes without affecting performance.

Acoustic characteristics and functions

The speaker output power is 700 mW, ideal for working in noisy environments.
