To convert Rosreestr xml extracts into MapInfo, there is a free utility (xml converter) for uploading extracts or cadastral plans into tables, which can be downloaded from the page.

To connect this utility, you need to place all the files presented in the archive in the Tools folder, usually located on the “C: Program FilesMapInfoProfessionalTools” drive. Please note that this operation and the utility require administrator level rights. Next, launch MapInfo and the “Programs/Program Directory...” menu, click the “Add” button. In the “Location” field, look for and select the “ImportMI” utility in the Tools folder and then click “Open”. Then set the name of this utility in the “Title” line and click the “OK” button. Next, it is recommended to check the Startup box opposite the name of this utility you specified and click the “OK” button. Now this utility called “XML Converter” will be located in the “Programs” menu.

Importing data from Rosreestr xml extract

Having launched the converter through the “Programs/Data Converter from Rosreestr XML Schemas” menu in the import settings window, you must first select the folder in which the conversion results will be saved by clicking on the “Folder” button. Next, we connect the convertible xml file of the cadastral plan of the territory (CPT) or cadastral extract of the land plot (KVZU) by clicking on the “XML File” button. By clicking the “Styles” button, you can further customize the layer styles relative to the standard one. Point numbers in the absence of the Num_Geopoint xml element should be selected from the Su_Nmb element from the list. If necessary, you can swap the coordinates by checking the appropriate box.

By clicking the “Advanced” button, you can select group processing of files and at the same time configure the type of conversion with clearing or updating tables in the folder for the converted data. The conversion is started by clicking on the “Convert” button.

By checking the “Create table output data in a plan diagram with extrema from an XML file” checkbox, regardless of the selected coordinate system, click the “Projection” button, the data in the MapInfo tables will be in a plan diagram. To set the parameters of the local coordinate system, you must disable the above option by unchecking the box. Click the “Projection” button to select the appropriate projection from the MAPINFOW.PRJ file. But as a rule, there are no parameters of the local coordinate system in this file.

Setting a Local Coordinate System in MapInfo

The need to establish the parameters of a local coordinate system exists in cases where it is necessary to use information from different sources that have different coordinate systems. To do this, you need to register the parameters of the local coordinate system in the coordinate systems catalog MAPINFOW.PRJ. Open this file in a simple notepad and enter the local system parameters as follows at the end of the document, skipping one line:

It should be noted that in this case the first line indicates a group of coordinate systems called “Local Coordinate System”. The second and third lines indicate the parameters “MSK-12 zone 1” and “MSK-12 zone 2”. These parameters are calculated and approximate, and are taken from the article MSC-12 Republic of Mari El parameters for mapinfow.prj.

Data Mapping Example

As an example of importing an xml extract from Rosreestr, let’s take the CPT discussed in the article “Cadastral plan of the territory”. It also provides links to various ways to import Rosreestr xml extracts.

As a result of comparing data for the corresponding territory from the cadastral plan of the territory in the local coordinate system and data from SAS.Planet with a connected layer of cadastral zoning of the territory, it turned out that the parameters are still approximate when using them in Mapinfo.
